Conflict resolution for condo board

Question:

Our condo board keeps fighting over almost every issue.  There are seven board members so we rarely tie but consensus on issues is preferred.  Any experiences or ideas on bringing the board closer together or conflict resolution?  What has worked?  It makes a volunteer job very taxing!
