Disabled owner hogging handicap spot


Question:

My condo association has only 3 handicapped spaces for 91 units. 
One of our disabled residents parks his car in one of those spots full time. He owns three additional spaces, but leaves one of those empty for his guests.
There is another resident who uses that handicapped spot, when available, due to a severe degenerative disability. 
The condo board does nothing to prevent the first resident from using his space full time vs. sharing as intended.
What are the rights of the second resident by law? I live in Orlando, Florida
