Do new windows and doors in clubhouse require a vote?


Question:

I am the president of a 48 unit condo association. The people that run the social club would like to remove two big windows in the clubhouse and have sliding doors installed. Our amended documents state a common area alteration needs a majority vote which is 25 owners some people say its a structural change and should be 75% vote.  structural change is not mentioned in any of the documents except after a a storm etc that destroys a building then it is a 75% to rebuild.  Any advice would be welcome.  Based in Florida.
