Does HOA board take on risk with recommending vendors?

Question:

Our board wants to put together a recommended list of vendors such as plumbers and send it to homeowners in our HOA. They feel that it would be a help to homeowners. I’m concerned that because the board has a fiduciary responsibility it would be taking on risk (liability) if the recommended provider screws up. Thoughts? Would a disclaimer absolve the risk? Illinois HOA.
