Does HOA need to pay for driveway re-paving?

Question:

Our neighbor recently blacktopped their driveway and now wants the HOA to pay for it.  It did not look like they needed to do this and our they did not ask permission.  How do we handle this without creating a big conflict?  He is also on the HOA board.
