Does majority vote for new annual budget work?


Question:

We are a Florida condo association. The Board is meeting to vote on the annual budget. All proper notifications have gone out to owners advising proposed budget - and meeting agenda. It is a 5 member Board - 3 members attend so there is a quorum. Two vote in favor of the budget and one votes to oppose. Is the annual budget passed? I do not see this detailed in Fal 718 stat - and there is no specifics ini the Declarations other than a quorum is needed for the meeting.
