Does our condo association really need to vote on everything?


Question:

I am an officer in a small twelve unit condo association. At every annual meeting we have a owner that wants to have a vote of the members for anything. Last time it was to fix one driveway that had some small bumps on it and I told them it would be considered when our cd's were up in yield. He asked for a vote to override me. Can they do this? If so, why do we have a board?
