Does replacing tiling around bathtub count as a structural impairment?

This question is submitted by Emma W. out of San Jose, CA

I just purchased my condo and the HOA CC&R states that any renovations that do not impair the structural integrity of any common areas do not require board approval. I asked the property manager if replacing the tiling around the bathtub constitutes as a structural impairment and they would not provide a straight answer. Can anyone provide any insight?
