Does your name need to be on the deed to run for HOA board?


Question:

Do you have to be an homeowner to run for the board? Daughter lives with her invalid mother the homeowner.  

Daughter's name is not on the deed. Board members state that the board can override the rule and vote to have her put on the ballot without first amending the declaration. Can that happen?
