Dogs are actually urinating in our condo building freight elevator

Question:

Our Association had notices put up by the previous Board of Directors stating: " all dogs are to be held in the freight elevator (the only elevator for owners of dogs to use) to elevate the problem of dogs urinating on the elevator floor."

Before I go into the results of this rule, the outcome is as follows;

Declaration rules stipulate:
. Only ONE DOG PER UNIT. - this rule is long gone
. Dogs weight can not exceed 20 pounds- rule long gone
. Renters can not have a dog- no longer enforced

The freight elevator has such an nauseating vile odor of dog urine from the freight elevator - BECAUSE THE RULES - MADE FOR REASONS- ARE NOT ENFORCED.

RULES COME & GO - NO ENFORCEMENT CARRIED OUT - OWNERS PAY TO HAVE A MANAGEMENT COMPANY a PROPERTY MANAGER - FOUR (4) BOARD DIRECTORS IN THIS BUILDING -
The smartest one of all is our President, who resides in another state for 11 1/2 months out of the year. Can you imagine how bad the odor is from the dogs?

Comments and solutions PLEASE.
