Is it ethical for condo association to buy gifts?

Question:

HOA dues have been used to send sympathy flowers to board members who had a death in the family and to the landscaper also. This seems unethical since it is not related to the operation of the community. Our covenants do not forbid this. I wonder how normal this is.
