I have land in Pennsylvania that started to be developed in 1965. There were cc&r's put on for 35 years. 25 years later a man set up an HOA in a different county. All the property I have purchased had no HOA wording in them. No one knows of the HOA because it is not recorded in the county records book. One man owned over 50% of the lots when the man set up the HOA and didn't get a vote or know anything about it. Is Pa law this easy to get around?
