Fear and loathing over property managers

Question:

Wildwood management is raising our HOA fee to pay for New shingles in all buildings when our unit had a new roof two years ago. What can I do to opt out of this?   And where is the reserve budget for repairs and structures have not been painted or maintained in years?? What questions can I ask and proof of use of HOA fees. Can we get a new management company or no management at all.
