Florida HOA having problem raising assessment


Question:

We are a small 10 unit townhouse/HOA development in Florida. We are being asked to vote on a special assessment to have the common area drives resurfaced. One of the owners does not have the funds to pay the special assessment. There are not enough funds in the reserves to pay their portion. Can the board require the rest of us to pay their share in order to get the job done? The board is saying that they will put a lien on their property but that does not get the needed funds. There is nothing in our bylaws or declaration that states anything about special assessments except that the Board has the right to assess them. We are a self-managed HOA.
