Free file sharing for HOA and condo associations?

Question:

We are a small development of seven buildings and 14 units. The condo association officers would like to set up a website to post our documents and information on. We know that the members will not approve spending any money for someone to host a website and I can't seem to find a host that's easy to set up and maintain for free. Does anyone know of such a service?
