Getting common area repairs done with non-cooperative owners


Question:

Need advice on getting a court order to have common area repairs done. I own a condo in a very, small 4-unit association. The other 3 units are owned by members of the same family. (Brother, brother, niece). They act as if they own a multi-family home & I am just a renter. We have several issues in the common area that need to be addressed. Their response? "Too expensive . Not worth it." Example. Carpeting was pulled up in the hallways & stairways 3 and 1 /2 years ago & never replaced. The noise is intolerable. Carpeting absorbs sound. Water hammer. For, 2 years, every time that the residents of Unit 3 shuts off their shower...wham! It's a water hammer that is causing damage to the pipes. I could go on & on. Association does not have an attorney. Condo Docs mean nothing to these people.  Missouri
