HOA board refuses to pay for pest control

Question:

I have had very large wasp looking types of pests under the boards of my front porch. I submitted a request to the board for extermination. They sent over the handy man three times to take off the boards and spray. This has been going on for two weeks with no improvement. I requested a pest control company-the board refused to pay for it. We cannot sit on our front porch nor use our front door for fear they will get into the house. Is this the condo responsibility?
