Access to HOA Financial Records

This question was submitted by Robert B. of Florida 

After multiple requests, I have not received access to my HOA financial records, despite submitting formal requests and following proper procedures. I even asked the president of the association in front of a witness and tried using form 718. No reply. What options are available, and can the DBPR help?
