HOA is levying an annual fee to owners who rent out their condos

Our condo HOA is levying a $200 annual fee to owners who rent out their condos. This is not stated in the master deed. We have been grandfathered in and meet all of the requirements to rent out our condo. 

The board recently decided to impose this fee on those who rent out and are justifying it by calling it an unusual expense in accordance with Section 69 of the Michigan Condominium Act. When we rent out our unit we have to submit the lease to the HOA for approval. There is no additional service or cost the HOA incurs due to our renting out the unit.
 
I am questioning whether this is a fee we are obligated to pay. Please, advise me.
