We own a condo on second floor. We have had a roof leak since at least four years ago. The HOA says they fixed it at that time but never fixed the inside . For 2-3 months we have continued leakage again. We have internal damage and informed them. They brought several roofers and they did water test. Roofers submitted the quote and the HOA said they don't have the money. A temporary solution for leak was placed and the roof leaked again. They are refusing to fix it. Shall I submit a HOA insurance claim or consider a law suit?
