HOA pet questions

Question 1

Our  HOA President and my neighbor take their dogs into the enclosed pool area and let them run around. I’ve told management but they said I need a picture. I finally called security. I saw them talking to the president but she never left the pool. I called security a second time and he finally got her to leave. This is such a blatant violation of rules by our president. Should I ignore this or continue reporting to security?
