Are HOA rules only binding after registering with local government


Question:

Do changes in HOA rules and regulations need to be registered with the city or court? If they are not, are they legally binding? Do bylaws need to be changed if, for example, it is decided not to allow pets? Pets were allowed in 1979 when building was first formed. They were disallowed in rules and regulations in 1995. They were not registered or filed. Are they legally binding?
