HOA tells owner "broken boiler is your problem"

I live in a condo building that has 9 units and is two-story, with units below and above each other. Recently the boiler that services all of the units went out and now needs to be replaced. No where in my CCRs does it state that the boiler and water tank is my responsibility. I just own the interior space in my unit. The HOA is saying the following: It is not just the exterior space. It is the utility of the hot water tank and boiler. It is there in the common area as the builder put in a central system for the units in that building. That does not necessarily make it the responsibility of the association. Many times equipment can be located in the common area (just like air conditioning units) but still be the responsibility of the owner. And, plumbing that services your unit and those of others, is their responsibility. The board believes that this is the case with the hot water service.
