HOA Tree Root Damage: Who Is Responsible for the Repairs?

I live in a townhome community. If the tree in front of my house, which is owned and maintained by the HOA, damaged my main water line or driveway from its invasive roots, is the HOA responsible for the repair of the infrastructure damage caused by the tree roots?

I don't understand how I'm liable for repairs when the HOA determines the trees and plants in the common area, and I'm not allowed to plant anything there, nor am I allowed to remove a tree that is damaging my house. Can someone point me to where the law references this?
