How active can former condo board president be?

Question:

Our president is stepping down as president now she wants to be nominated for board member to contribute as member in a different capacity.  She wants to direct unit owner to management company with concerns and complaints. SHE STILL wants the rights on special projects. Can she have the right to vote even thou she stepped down as President?  Illinois
