How are HOA fees formulated?

Question:

In our HOA, some units are 1,000 - 1,500 square feet.  There are two units per structure. The larger units are over 3,000 square feet and are stand alone homes. The smaller units pay $160 per month dues. The large units pay $185 per month. Is this standard?
