How Can Condo Owners Hold Their Board Accountable?

How can a condo unit owner get information on the Board of Trustees? Since I moved here in 2016 there has only been one ‘annual’ meeting in 2019. The meeting was held by the property manager, who also owns 20 of the 120 units. Huge decisions and changes to rules are made by this property manager who ignores my requests regarding how these changes are being made. Here is just a sampling of issues at this condo that I have brought to attention of this property manager and he ignores: have no security on the exterior door, balcony is not up to code, swimming pool closed for years, pet policy and parking not enforced, grilling on wooden balconies allowed, cigarette butts and trash in attic. What can I do? I do not have money to hire a lawyer but am desperate for help.
