How can FL owner convince board that solar tube is allowed?

I live in a villa, and I want to install two solar tubes in my home.

The HOA had been approving them for others, but all of a sudden they said no more can be installed unless the owner provides a surely bond.

The others that had them installed did not have to provide one. It has something to do with the villas shareing a common roof like condos.

In Florida, Statute 163 states that an HOA can not stop a homeowner from installing a solar tube, which is a solar device.

I have found two cases that went in the favor of the homeowner. At first I filed through the ACC to get approval, but they denied it.

I approached the HOA board about this, and pointed out the statute and the case law, but they said they didn't care, and still denied it.

What can I do, short from going to court over this? If I did take this court could I go to small claims. Thanks.
