How can HOA assure a fair vote?


Question:

 If an association has a vote and the property management company manages the ballots how do you verify what was sent in? The reason for this question is there was a vote and a number of owners voted NO, but the HOA says we don’t have 2/3 so the action goes through. The same thing applies to board positions. How can we have a fair vote?
