How do I get condo board moving on unit repairs?

Question:

We recently had all the windows replaced in our building.  Now, with a strong wind, my windows make a creaking noise.  The condo board who bought all the windows has been slow to respond and the noise is not only a nuisance but creates a problem should I ever want to sell the condo.  Any suggestions how to get the condo board moving on this?
