How do two HOAs share repair costs for swimming pool?

Question:

We share our pool with an adjacent HOA. So bills for the pool are split 25/75 with my HOA paying 75%. We have several repairs that need to be done to the pool; replace bathroom doors, paint deck, purchase chairs, etc. What suggestions do you have so that we can move forward with repairs and get the other association to pay their share. They say they have no money for repairs. This then, holds us holding the bag when it comes to repairs. BTW, we have different management companies. Florida.
