How do we secure package drop off center on HOA property from thieves?


Question:

Our HOA owns and is responsible for ~ 4.5 miles of Private Roads. Many months of the year, neither UPS, nor FedEx will deliver packages to homeowner's houses as the drivers do not want to deal with the hills, mud and snow. We do have a common area at our one entrance where our USPS mail boxes are located. Both FedEx and UPS leave our packages on top of the common mail boxes. As the mailboxes are within 100 feet of the public road they have become a target for thieves. As we are in the woods, there is no power nearby. So, how have other communities handled such a situation? Install a shed, with locks? How do you handle key management with multiple drivers? Or is a combination lock a better solution, again how do you keep the multiple drivers informed of the combination? Or, are there other more viable options?
