How do we start a 50 and over community association?

Question:

I am writing to ask for information/guidance on learning what at '50 and over' association is. In our small six unit association, there is a desire to have such a complex but I need information and guidance on how to achieve such a complex and how to enforce it. Any guidance would be appreciated.
