How do you engage HOA and association volunteers?

I am a board member. How does your association engage volunteers in committees, and what kind of committees do you have? We've got the requisite covenants, and have committees focused on finance, rules, pool, community affairs, green issues, landscaping. What are yours and what are some of your lessons learned regarding separation of duties between committees/ board / management?
