How does condo association ensure fair voting process?

Question:

Specifically, a limited proxy for a 75 percent approval for a substantial material modification. The management company is the recipient for the votes. The board has access to that information. The unit owners do not. How can the owners be sure that a tally of the votes is accurate? In addition, the board has reconvened the first meeting and sent out a second proxy on the same topic. They intend to continue until the 90 day expiration of the proxies. In the meantime the board is campaigning for the vote. How can the owners be certain of an honest vote and how is the first proxy vote counted with the second proxy vote? comingled or do the fist votes stand? I would think that if a vote at the second (reconvened) meeting has been changed, it should be identified by the owner as a revoked vote change. Very complicated and difficult to find any research on it. Everything is about voting at the election. This is for a limited proxy which needs a 75 percent approval vote.
