How does New Jersey HOA deal with drone use?

Question:

We are concerned that with the new low cost of purchasing drones, now starting at under $200, their use could violate privacy for our townhome residents. We have just under 300 townhomes over many acres. Many have roof skylights where pictures and live feeds could easily be taken and set up. Furthermore we think the use of drones represents a safety hazard. We would like to add something to our rules and regulations as a means of deterring their use, and yet not prohibit their legitimate use in the future such as delivery service by Google. The media reported drones have landed on the White House lawn, and major sport event stadiums. Does anyone have a language used for rules and regulations addressing this issue, or any other relevant experience or suggestions with use of Drones.
