How should New York condo association collect from delinquent owners?


Question:

Our 131 unit condo association based in New York City has 18 units in delinquency at over 120 days.  Our association bylaws say that owners who are past due get their voting rights suspended until they are current with their balance. We are struggling to maintain the expenses. It is stressing out the paying owners.  What should we do?  Do we hire a lawyer or a collections agent?
