How to enforce HOA architectural rules?

Question:

I am looking for creative ways to help co-owners understand they must have written approval from the board before they add storm doors, porch rails or porch enclosures.  Its in the bylaws but seems like people prefer to do their own thing. So far only one owner has put up a screen door that is the color that would not be approved if he had requested permission.  There is always fear that someone will put up something that is not keeping with the unifying look we hope to maintain.
