How to repair land-line phone system in condo building?


Question:

I own a condo in a 284 condo unit development in California. We have an in-house phone system that stopped working in our condo. No dial tone in or out. Our staff maintainace man tried replacing the phones (2) but still no dial tone. At that point I was told any repairs needed must be done at my sole expense. I feel that the in-house phone system is the Associations responsibility since there is likely wiring that goes all over the complex and perhaps even inside the walls. Must I hire an electrician to search out ther problem with the in-house phone system?
