How to help a condo neighbor with disabilities?

Question:

We have a condo board member who claims a disability that needs accommodation but, will not tell the board what his disability is or what the board needs to do to accommodate him. Other than accept to leave him alone, what can the board do, lately he has voted no to everything because he says he cannot think.
