How to send an email request to your property manager

I send emails to the association's management company hired to do various responsibilities. One of which is to CARRY OUT and ENFORCE the association's governing rules from our Declaration. Bylaws and Rules & Regulations. The board has notified owners that all INQUIRIES ARE TO BE SENT CERTIFIED.

Am I correct in stating, "when I send an email to my management company, advising that certain issues are in need of CORRECTION - ATTENTION ENFORCEMENT - that I am not sending an "inquiry" as I am not asking a question, and, for an owner to even have to advise our management company to be told to do what they were hot perform, this owner should NOT be required to send, or ave to pay $6.50 per certified mail correspondence?

In addition, I pay a monthly maintenance fee for management's service.
