If a Child Purchases Condo for Parent, Is that Considered a Rental?

Question:

One thing that has always been a contention in our development is when a child purchases a unit for their parent, the parent is considered a renter? Is this legal? Unfortunately, this does not make sense to me especially when we're trying to limit the number rental. Additionally, once the parent moves or passes, do we have any say if the family tries to continue renting the unit to someone else?
