If I buy condo who pays other's past due fees?

Question:

I am buying a condo in Chicago. Will I be responsible for HOA fee's of other owners that have not paid or are under foreclosure. Also, if the condo is only 70% occupied, do the rest of the condo owners have to pay the remaining condo association fees of the vacated properties?
