If the laundry areas are provided, should not there be a vent outside the building?

This question is submitted by Cheryl K. out of Florida

We own a condo and have a duck attachment in the laundry area that goes to the ceiling of a two-story condo. Our problem is the outlet on the vent in the duct does not work. I have been in contact with the condo association about the problem thinking that, since it is in the building, they are responsible for making sure we have access to a ventilation system.

 

They are telling me that this is the owners' responsibility and we may need to be able to put a vent somewhere else. If the laundry areas are provided, should not there be a vent outside the building somewhere in the structure?
