Insurance will not cover it or help the owner

The floors in my condo unit are crumbling under the carpet. I am on the second floor. The insurance adjuster was out and an engineer was sent. They are calling it regular wear and tear from walking on the floor. Insurance will not cover it. They will not help and tell me what kind of contractor I need or if it's MY responsibility or the condo association. 

Condo has no problem paying for it but I'm dealing with a 70-year-old lady who isn't much help. Do I need an attorney to read the bylaws to determine who is responsible? According to the engineer's report, the gypsum concrete is crumbling. There is no structural damage to the building.
