Is a Camera in the Window a Privacy Violation?

One of our homeowners has placed a small camera inside her window with it facing out. The area outside her unit is the common area lawn, driveway and then another owner's porch. The other owner has complained that her privacy is being violated. Your suggestions on how to handle?
