Is an HOA Required to Restore a Garage After Structural Repairs?

I live in a condo in Rancho Cucamonga, CA. The HOA needs to remove my garage drywall to fix structural damage that’s not up to code but refuses to pay to restore it. This has gone on for over two years. Do I have a valid legal case against the HOA?
