Is HOA board liable for electrical hazard?

Question:

What is the legal liability for a property manager and the Board when a electrical problem was discovered that could cause serious or fatal injury and such electrical circuit was disconnected for safety reasons and then a separate board member ordered an outside contractor to reconnect the circuit without making the necessary repairs.
