Is insulation to stop ice dams an association cost for Michigan condo building?

Question:

We are having issues with ice dams and huge icicles forming off roofs and have had several businesses give estimates on what is needed to prevent their forming.  One suggested more attic insulation. Would this be an association expense or the co-owners? Our Bylaws  state any space between the ceiling and the roof is considered General Common Element.  Bryon Center Michigan
