Is owner liable for cutting down trees on HOA property?


Question:

A member of the HOA took it upon himself and cut down trees and landscaping around the pool because he did not like the look of them. Three board members live in that section of the community and turned a "blind eye" to the destruction of public property. No legal charges were filed and nothing was done to him to make him responsible for his actions.
The president of the board now will be using using HOA funds to replace the landscaping that was destroyed. He is looking at landscaping that will cost more that is considered customary and reasonable.
I do not feel the the HOA funds should be used and the person responsible for the destruction should pay for the damages he caused. What can the members of the association do to prevent the HOA from paying for new landscaping?
